According to the latest guidelines, international visitors to Vietnam must have enough vaccines, test negative, go on a package tour and have travel insurance.
On November 5, the Ministry of Culture, Sports and Tourism issued temporary guidance on piloting international arrivals to Vietnam, divided into 3 phases. International tourists or foreign residents participating in the pilot program need to meet 4 conditions.
First, visitors must have a certificate of full dose of Covid-19 vaccine, recognized by a competent authority in Vietnam (not applicable to children under 12 years old). In which, the time for injection 2 has passed 14 days and not more than 12 months by the time of departure. Travelers recovering from Covid-19 need a confirmation, with a hospital discharge time of no more than 6 months by the time of departure.

Monday, visitors must have a negative test result by methods nCoV RTPCR / RT-LAMP within 72 hours before departure. The certificate is certified by the competent authority in the country where the test is performed.
Third, visitors need to have health insurance, including content to pay for Covid-19 treatment with a minimum of 50,000 USD.
Finally, participants must follow the tour package of the tour operator.
During their arrival in Vietnam, visitors will be tested on the first and seventh days (for travelers over 7 days). In addition, all are recommended to self-test every 2-3 days, with a rapid test kit.
Currently, 5 localities (Phú Quốc, Khánh Hòa, Quảng Nam, Đà Nẵng, Quảng Ninh) opened in the first phase (November) are planning and making a list of service providers. In which, Phu Quoc will welcome guests from about November 20 and propose 34 suppliers including accommodation facilities, attractions, entertainment and shopping to welcome international guests. Phu Quoc's goal is to welcome 3,000-5,000 visitors in this period, but there is no limit to the number. Visitors to Phu Quoc are exempt from entry visas.
Khanh Hoa is expected to welcome guests in the North of Cam Ranh peninsula in phase 1. The advantage of the area is that it is isolated from the population, with 12 resorts with 6,000 rooms. Phase 2, the province will expand to resorts on Hon Tre, Hon Tam... and other isolated areas.
Quang Nam and Da Nang also plan to welcome international passengers in 3 phases, starting with charter flights. Some destinations expected to welcome guests in Quang Nam are Hoi An ancient town, My Son temple complex and high-class resorts.
Previously, on November 2, the Government had agreed to a roadmap to open the door to international visitors as proposed by the Ministry of Culture, Sports and Tourism. Many tour operators, resorts, and transportation said they have connected with the potential customer market and can make the first flights , as soon as there are official instructions.
