Implementing Resolution No. 128/NQ-CP dated October 11, 2021 of the Government, Ministry of Culture, Sports and Tourism providing temporary guidance on adaptation safely, flexibly, and effectively controlling the COVID-19 epidemic in cultural, sports and tourism activities as follows.
1.1. Travel businesses, tourist transport, organizations/individuals managing tourist zones, points, tourist accommodation establishments and tourist service businesses (tourist business establishments); employees working in tourism business establishments.
1.2. Tourists, service users in tourism business establishments, people who come to contact, work, suppliers of materials, goods and services for tourism business establishments.
2.1. Test cases with one of the symptoms of fever, cough, fatigue, sore throat, difficulty breathing... ; random and periodic screening tests performed by health authorities;
2.2. For all epidemic levels, only one of the following cases is required:
- There is suspicion or indication of epidemiological investigation coming from an area with level 3 epidemic;
- Coming from an area assessed as having level 4 epidemic or regional medical isolation (blockade); The test does not apply to guests who are residents of the area.
2.3. For people who have received the full dose of vaccine and who have recovered from the disease, only one of the following cases should be tested:
- When there is a request for epidemiological investigation;
- Coming from an area assessed as having level 4 epidemic or regional medical isolation (blockade).
2.4. Testing for COVID-19 done by RT-PCR or rapid antigen test is valid within 72 hours (from receipt of results).
3.1. General requirements
a) For areas with level 1 and 2 epidemics:
- Tourism activities shall be held at 100% capacity.
b) For areas with level 3 epidemic:
- Only organizing sightseeing activities at tourist sites, attractions, indoor gathering events and group tours of less than 25 people;
- Tourist accommodation and food service establishments in tourism business establishments may operate at no more than 50% of their capacity at the same time; means of transporting passengers not to use more than 50% of the seats; services with high risk of infection such as discos, karaoke, massage, bars, internet, video games, hairdressing, beauty and other services comply with regulations of the Provincial People's Committee, central cities;
- Tourist accommodation establishments that receive quarantined guests at the request of competent authorities must fully comply with the epidemic prevention and control requirements of local health authorities;
- Tourist accommodation establishments that are serving guests with capacity over 50% will not welcome new guests.
c) For areas with level 4 epidemic:
- Stop sightseeing activities at tourist sites and spots; stop organizing gatherings of more than 20 people indoors; stopping tourism programs in the area, going to and from this area;
- Tourist accommodation and food service establishments in tourism business establishments may operate at no more than 30% of their capacity at the same time; means of transporting passengers not to use more than 50% of the seats; services with high risk of infection such as discos, karaoke, massage, bars, internet, video games, hairdressing, beauty and other services comply with regulations of the Provincial People's Committee, central cities;
- Tourist accommodation establishments that receive quarantined guests at the request of competent authorities must fully comply with the epidemic prevention and control requirements of local health authorities;
- Tourist accommodation establishments that are serving guests with a capacity of over 30% will not welcome new guests.
3.2. Specific requirements
a) Develop a plan for COVID-19 prevention and control and a plan for handling when there is a case of COVID-19 according to regulations. Appointing leaders to be in charge of and monitor COVID-19 prevention and control. Make medical monitoring books, measure the body temperature of employees before coming to work. Employees with symptoms of fever, cough, sore throat, shortness of breath must be tested for SARS-CoV-2 or take time off work and monitor their medical health at home.
b) Arrange the reception area, doors and aisles at the right distance according to the guidance of the Ministry of Health. Posting QR codes and information boards guiding safety and prevention of COVID-19 at the reception, on tourist transport, service use and in the bedrooms of tourist accommodation establishments calendar.
c) Organize body temperature measurement for guests coming to use the service and people coming to contact and work, suppliers of materials, goods and services in the area assessed to have epidemic levels 3 and 4; Provide masks to customers when needed.
d) Arrange hand wash basins with clean water, soap, dry hand wipes or provide alcohol-based hand hygiene products at the reception, service areas, elevators, room areas, committees and places to change clothes of officials and employees in accordance with the instructions of the Ministry of Health.
dd) Regularly carry out the process of cleaning and disinfecting public areas, places where crowded services are held, means of transport, tourist accommodation establishments, equipment and tools to serve tourists according to regulations. guidelines from health authorities.
e) Laundry in tourist business establishments and guests' clothes are collected and transferred to the laundry area according to the instructions and recommendations of the health authorities.
g) Establishing and publishing a hotline, exchanging information, supporting customers. Immediately notify the local health authority if a person is suspected of being infected with COVID-19.
h) Tourism business establishments must register and self-assess COVID-19 safety daily at http://safe.tourism.com.vn to connect to the national COVID safety system.
i) Employees are guided and disseminated regulations on COVID-19 prevention and control; comply with the "5K Message" in the workplace; perform medical tests as prescribed in Clause 2, Section III of this Guide.
4.1. Comply with "5K Message"; medical declaration as prescribed or scan QR code.
4.2. Fully comply with the regulations of the National Steering Committee for COVID-19 prevention and control, the Ministry of Health and the rules of tourism business establishments.
4.3. Comply with medical testing as prescribed in Clause 2, Section III, Part B of this Guide.
1. The People's Committees of the provinces and centrally-run cities shall
direct departments, agencies, branches and localities to coordinate in organizing the implementation of this Guide.

2.1. Department of Grassroots Cultureprime
- Assume the responsibility for, and coordinate with the Vietnam National Administration of Tourism and the General Department of Physical Education and Sports, in implementing and summarizing reports to the Ministry's leadership on the results of the implementation of this Guide.
2.2. The General Department of Tourism and the General Department of Physical Training and Sports
- Publish information on the media of the General Department;
- Organize the implementation, urge and inspect the implementation of this Guide;
- Coordinate with localities to summarize the situation and evaluate implementation results; report to the leaders of the Ministry of Culture, Sports and Tourism on a monthly basis or when the epidemic develops new and complicated developments.
2.3. Information Technology Center, Culture Newspaper, Fatherland Electronic Newspaper
Publish this Guide and information on COVID-19 prevention and control in cultural, sports and tourism activities.
3. Departments of Culture, Sports and Tourism, Department of Culture and Sports, Department of Culture, Information, Sports and Tourism, Department of Tourism:
- Guiding the organization of cultural and sports activities and tourism in the area to implement the above measures to prevent and control the COVID-19 epidemic; organize inspection and examination according to regulations;
- Publish information on the Department's media about this Guide and the regulations on COVID-19 prevention in cultural, sports and tourism activities;
- Regularly inspect and urge the implementation; monthly reports or upon request to competent authorities;
4. Federations, associations, organizations and individuals promptly report to the Ministry of Culture, Sports and Tourism when there are problems or inadequacies in the implementation of this Guide for amendments and supplements complete.
