Cuba and Israel are on the list of destinations listed by CNN that will be open to visitors in the near future.
Cuba is expected to gradually reopen its borders on November 15, despite the recent increase in infections. Domestic tourism is also reopened. Currently, more than 4 million people, equivalent to 37.6% of the population, have been vaccinated with two doses of the vaccine. The Ministry of Health said 90% of the population will be fully vaccinated before the peak tourist season in November begins.
The border closure because of the epidemic has severely affected the local tourism industry. Visitors to Cuba are not expected to be required to provide a PCR test certificate, but must have a vaccination certificate. However, Cuba has not made it clear whether vaccination is mandatory for visitors or not.
Tightened measures to control the disease at airports will be relaxed and only "focus on people with symptoms and have their temperature taken upon arrival". In addition, the government will conduct random Covid-19 testing of visitors. Currently, visitors to Cuba are required to have a PCR test done within 72 hours, one on arrival and another during a 5-day quarantine at the hotel.
From September 19, Israel experimented with welcoming tourists in groups of 5-30 people; except for the countries on the red list. Guests must provide a two-shot vaccination certificate within the last 6 months, or have had a booster shot to be eligible for entry. Travelers must also present a negative PCR test performed within 72 hours, and must have a serological test upon arrival at Tel Aviv's Ben Gurion International Airport. Solo travelers are not included in this program, except for visiting relatives.

France is the latest country to remove the US and Israel from the green list, switching to orange. Therefore, citizens from the two countries above are banned from entering the country if they are traveling non-essential and have not received two full doses of the vaccine. In special cases, guests are still allowed to enter the country but must present a negative PCR certificate and quarantine for 7 days.
Before France, many other European countries also simultaneously revised their regulations for American tourists. A few months ago, just a certificate of vaccination, or a PCR test paper.
